Affordability at the center of Governor Matt Meyer’s 2026 legislative agenda
Governor Matt Meyer spoke about addressing affordability issues in Delaware during an interview with The News Journal on January 14, 2026.
Delaware lawmakers introduced a bill in January setting limits on who can be recognized as health care professionals in the state.
Parliamentary Bill 191presented by the President of the House Melissa Minor-Brown on January 8, is a law aimed at clarifying that a “non-human entity” – including an agent with artificial intelligence – cannot be licensed as:
- Advanced practice registered nurse
Under the bill, a non-human entity also cannot use any of these professional titles.
In addition to digital systems like AI and robots, a non-human entity encompasses a wide range of beings, including animals, fictional characters, spiritual figures and concepts. A non-human entity could be a tangible being, like a robot, or something like a digital identity. Although they may be developed through human intelligence and exhibit human-like characteristics or abilities, they are not biologically part of the human species.
HB 191 cleared the Sunset Committee (Policy Analysis and Government Accountability) on January 13 and awaits further review.
