In a LinkedIn post, the company said Graves will leverage his leadership experience in federal proposal capture, development and execution efforts to support Empower AI’s growth initiatives in the federal technology contracting market.
“Carlton is a great addition to our leadership team. We are excited to have him lead capture and propositions for the growth team,” said Juan Toves, growth director at Empower AI.
Who is Carlton Graves?
Graves is a senior executive with more than three decades of experience delivering and maintaining IT platforms to meet the needs of federal, defense and enterprise customers.
Prior to joining Empower AI, Graves was Senior Director of Capture Management for Civilian and Health at ASRC Federal.
He spent four years Peratonwhere he served as Director of Catch Management.
His industry career has included capture leadership roles at several technology companies, including Perspecta, DXC technology, Hewlett Packard Company And Northrop Grumman.
Earlier in his career, Graves served as director of professional services at Abacus Technology and head of enterprise services at Zaiq Technologies.
What is Empower AI?
Strengthen the AI provides artificial intelligence, infrastructure modernization, engineering and integration, IT service management, software and mission support services for defense, civil and healthcare customers. The company was formerly known as NCI Information Systems before rebranding in 2022 to reflect its focus on AI and mission-oriented platforms for federal agencies.
The company won several contracts in 2025, including one Army mission order for cybersecurity support. In October, Empower AI also received a multi-year contract valued at more than $200 million supporting the Army’s meter program through critical infrastructure modernization support.
